The European Commission has unveiled an ambitious new social initiative aimed at advancing the rights and inclusion of persons with disabilities across the European Union.
Eurostat estimates that 90 million Europeans live with a disability, making full inclusion a vital goal—not only to uphold their rights but also to strengthen Europe’s economy and democratic fabric. Despite progress, numerous obstacles remain:
* Only 55% of persons with disabilities are employed, compared to 77% of those without disabilities
* 1.4 million still reside in institutional settings
* One in three are at risk of poverty, nearly twice the EU average
To ensure the socio-economic rights of vulnerable groups are protected and fully realized, more comprehensive action is required. In response, the Commission is updating its 2021-2030 strategy for the rights of persons with disabilities and launching new initiatives, including:
A Europe-wide rollout of the European Disability Card and Parking Card
Establishing an Alliance for Independent Living to promote community-based support as an alternative to institutionalization
Enhancing transportation accessibility
Investing in assistive technologies, such as AI-powered tools The social plan also introduces the EU’s first-ever anti-poverty strategy, along with proposals for a Council Recommendation to combat housing exclusion and a communication aimed at breaking the cycle of child poverty
